Both are ANSI/ISEA 107-2020 visibility classes. Class 2 covers the torso and suits most road, parking, and warehouse work with traffic up to about 25 mph. Class 3 adds visibility on the sleeves (and often the legs) with more reflective and background material, for high speed traffic and high risk sites. When in doubt, or above 25 mph, most crews go Class 3.
Machine wash cold on a gentle cycle, inside out, with no bleach and no fabric softener, since both break down reflective tape and high visibility color. Hang dry or tumble dry low. Following this keeps the garment compliant and bright for far longer.
